SHIRLEY — Zoning Board approves sewer peer review for Parker Village 40B housing project. Chair Kevin P. Kelly and Members Dave Swain, Stuart Sears, and Lee Mirkovic voted unanimously (4–0, with Chair Kelly abstaining) to retain Weston & Sampson despite applicant Brandon McCabe's cost objections; Town 40B Consultant Joseph Peznola clarified that price is not grounds for rejection under state law.

The Board reviewed updated stormwater plans addressing two culverts and received peer reports from Nitsch Engineering and Oxbow Associates, both dated May 1, 2026. Conservation Agent Mike Fleming, speaking through Conservation Commission Vice Chair Susan Gillham, maintained that engineering changes inadequately protect cold-water fishery in Mulpus Brook. McCabe agreed to extend the Comprehensive Permit timeline to July 31, 2026, and the Board continued the public hearing to June 1, 2026.
